GSA Schedule Application Process

Due to the increase in GSA Schedule applications submitted over the past 12 months, some GSA Schedule applications are taking a full year to review, negotiate and award. 

According to GSA, a complete and accurate GSA application offer will help speed up the process however; a majority of offers are still returned to the vendor for correction or clarification and some are simply rejected. The GSA application review is handled by a GSA Procurement Contracting Officer (PCO), who evaluates the offer based on the following criteria:

1. Responsibility- You should be in a healthy financial state and have a good record of positive past performance.
2. Responsiveness- Follow all instructions and include the necessary documentation.
3. Scope- Ensure your offered products or services match the Schedule / SIN descriptions.
4. Subcontracting plan- Large businesses are required to have a plan in place for subcontracting a percentage of their work towards socioeconomic goals. This requirement applies if anticipated sales exceed $650,000.
5. Pricing Analysis and Review of Terms- Prices should be fair and reasonable, with appropriate data supporting and explaining the pricing structure.
