The success of your GSA schedule has a lot to do with your government proposal writing skills in regards to Request for Proposals (RFPs). To be effective, you need excellent government proposal writing capabilities or qualified personnel with government proposal writing skills.
Government Proposal Writing Step One: Assess the Marketplace
Understanding the market is a critical first step, this includes understanding the customer’s needs, reviewing and commenting on any draft RFPs, reviewing customer Requests for Information, and investigating the need for partners to meet past performance requirements. All of this must be done in order to determine the likelihood of submitting a successful proposal.
Government Proposal Writing Step Two: Reviewing the Request for Proposal
In Government proposal writing, following the guidelines set forth in the RFP is fundamental. This is the document that:
- Describes what the customer wants
- Tells the contractor how to prepare the offer
- Lists the evaluation criteria the customer must use for award
Government Proposal Writing Step Three: Dissect the Statement of Work
Identify the requirements; Develop a response that addresses each of the requirements, focusing on the customer’s key areas of concern; Ensure that you address ambiguous requirements (The best time to ask about these ambiguous requirements is during the Q&A period).
Government Proposal Writing Step Four: The Technical Proposal
This is the place to demonstrate your understanding of the customer and their concerns, and your expertise in the subject matter. It is especially important to have good government proposal writing skills for this section, as it must be well written.

The Government Accountability Office (GAO) has identified 12 steps that that an effective estimating process goes through to prepare a well-supported proposal. They are steps you should follow when preparing the pricing section of your RFP response.
