FABS & Travel GSA Schedule Proposal Process Goes on Vacation

FABS gsaAfter a one week hiatus, the General Services Administration (GSA) began accepting proposals again for GSA Schedules 520 and 599 on January 13th. GSA Schedule 520 is Financial and Business Solutions (FABS), while GSA Schedule 599 represents Travel Services Solutions. The break from reviewing proposals and modifications caused the GSA to stop significant number of GSA projects, however the GSA later explained that the halt was due to a change with both the Solicitation and the GSA’s eOffer system.

For the past two years, these two GSA Schedules have been processing offers under a pilot acquisition program classed The Enterprise Acquisition Solution (EAS). Previously, this program was marketed to ease the processing portion of the GSA proposal process, however the pilot program was found to be hindering the process and costing GSA holders more time and money. Fortunately, the pilot program ended on January 3rd when all pending FABS and Travel offers in the system were either temporarily withdrawn or rejected. During this period (January 4th through the 12th), these two GSA Schedule Departments reconfigured their GSA offer and modification intake systems to comply with the termination of EAS. Beginning January 13th, GSA FABS and Travel Services Solutions offers were permitted to be resubmitted. However, new Solicitation Refreshes were issued along with changes to the required pricing format.

Since the GSA is no longer accepting pricing through the EAS system, a separate Discount Proposal Spreadsheet and Labor Category Descriptions document must be submitted with these proposals. GSA Schedule holders that have trouble formatting their GSA pricelists and updating their initial offers are encouraged to consult with GSA Schedule professionals for assistance during this transitional period.
